Sen. Rand Paul (R-Ky.) is scheduled to elaborate on his vision of what American foreign policy should look like in a speech scheduled for 11 a.m. at the Heritage Foundation. During that speech, he is expected to outline a foreign policy which will help American avoid long-term conflict and foreign entanglements.
