Dick Durbin Asking Rand Paul Question During Filibuster

Senate Majority Whip Dick Durbin (D-Ill.) is asking a question as Rand Paul has yielded for a question without yielding the floor. Durbin says he understands Paul's concern, but is currently attempting to the placate Paul by explaining that extraordinary circumstances may require extrajudicial activity. He is citing the United flight 93, which went down in Shanksville, Penn. on September 11, 2001 after passengers overtook the hijackers.

Durbin is making the point that Bush was ready (or should've been ready) to order the shooting down of that plane if he believed it threatened even more American lives.
