"Americans are deeply ambivalent about war."
President Obama is outlining the relationship between Americans and the evolving technology and tactics with war. "Giving law enforcements new tools" to prevent terror were effective according to President Obama but also "compromised our basic values."
President Obama reminds the audience of what he planned to do and what he has done since taking office. His list of accomplishments includes banning torture and increased consultation with Congress.
He also reiterates that the wars are winding down but we aren't completely safe: "We are safer because of our efforts but make no mistake, our nation is still threatened by terrorists."
