Can you summarize it on an index card?

During the 1988 presidential election, Republican strategist Lee Atwater famously advised George H. W. Bush to remember that the public could only understand a given message if it could be effectively summarized on a single index card (with the caveat: "I'm giving you one thing. You can use both sides of the 3×5 card.") From a political perspective, the Affordable Care Act is damaged by its daunting complexity and labyrinthine details. How do you plan on "index carding" this policy to convince ordinary Americans, including millennials, to enroll?
