President Obama will address the country from the White House tonight at 9pm eastern regarding the conflict in Syria and lay out his administration's plans going forward. Tonight he will call for a "pause" in the congressional debate while further negotiations can take place. On Monday, the U.S. Senate postponed a procedural vote on a resolution calling for the use of force against the regime of Bashar al-Assad, who used chemical weapons on civilians last month. 

The move came after Russian officials proposed a deal by which the Syrian government could avoid military action in exchange for the surrendering of its chemical weapons to the international community. While the situation in Syria is a rapidly-evolving situation, the Obama administration has made things more difficult by seemingly lacking a coherent policy toward Syria
